Normal temperatures in bios for an i5 4460? Also, weird heatsink boot. Video inside!

Hey guys, first time poster here!
I just finished building my very first PC, which is currently sitting in the BIOS due to me not having an OS yet. The temperatures of the CPU are currently ranging from 50°C-52°C. To me this seems hot, but I may be wrong as I don't have much experience with this sort of thing! What do ye think?

Also, this may be somewhat related. When I click the power button, the heatsink doesn't kick in immediately. I have a link to a quick 23 second video below as it is easier to understand! Does anyone know why it does this? Thanks!

System specs:
Mobo: MSI Z97 PC MATE
CPU: i5 4460 (w/ stock heatsink)
RAM: 2x4GB Corsair XMS3 DDR3
PSU: Seasonic M12II Bronze evo edition (620w)
GPU: Asus R9 290
 
Wow... Intel stock heatsinks are ridiculously loud but that thing is balls to the wall! How do you have it connected? I can't see if you have it plugged in to a header or if you have routed it behind the motherboard tray. Also, do the temps drop or is it constantly hovering around 50?
 


It's connected to the 4-pin connection above the heatsink labeled CPUFAN1.. The fan doesn't stay running like that all the time. It's probably hard to hear in the video but once it kicks in loud, it comes down straight away to a normal, quiet speed!
Upon boot, it's around 45°C, but then raises to 50°C-51°C, and stays there. It doesn't drop any lower.
 


Ok, I will re-install the heatsink when I have a chance.
What would you say about the way the heatsink kicks in? Like the way it starts and stops, starts and stops, and then starts? This can't be normal?

Ok, I re-installed the heatsink about 10 minutes ago and it has been sitting in the BIOS since. The temperatures are now fluctuating between 33°C and 34°C, so that has definitely helped!
Now for the part about the fan twitching and kicking in loud during boot, I found this thread (http://superuser.com/questions/609694/why-is-my-cpu-cooler-fan-delayed-at-startup) and it seems to explain what is going on, but as i've said before, I have little expireience with this sort of thing so i'm not sure. What do you think?
