Build Advice Not 5 but 9 years on... just a fan fix and new chip ?

Back at https://forums.tomshardware.com/thr...for-business-not-gaming.2384578/post-15708736 you'll see that in August 2015 (!) I asked advice to build a PC "to last me 5 years". Incredibly enough, the spec shown there has lasted me 9 years with no changes, and still performs well.

However, now I need advice again on two aspects:
1) It can't be upgraded to Win11 (no TPM 2.0 on i7-5930k I think)
2) The fans are noisy... as in 'probably about to fail'. I think the problem is the CPU Fan (UEFI BIOS seems to show only CPU FAN @ 400rpm and CHA1 Fan @ 1300rpm)

Re 1), I'm hoping I might get away with just a new processor - but maybe I'll need a new Mboard too? If so, will that affect everything else?
Re 2) I guess it depends on 1).

1. That would require a new motherboard. And RAM. and CPU.

Basically, a whole new PC. Keep the case, maybe.

Could I not keep the 64GB of DDR4-2133 RAM - even if upgrading might increase speed?
Similarly, keeping the Samsung SM951 256GB M.2-2280 SSD would mean no need to re-buy Windows or reinstall anything.
Asus GeForce GTX 970 4GB could still be OK?
SeaSonic 660W 80+ Platinum PSU, Optical Drive, Fan Controller etc. could still be OK too?

In other words, I could get by just by swapping out the mobo & CPU for those shown below (selectly somewhat randomly from cheap options on UKPCPartPicker, but I'm guessing they're TPM-compatible)?

For the 850 pounds you're going to spend on those two parts you can build an up to date computer that would outperform the 7820x that is already 7 years old.
If that PSU is the original to the build it should be replaced.

According to this Microsoft page the i7-7820x is windows 11 compatible, which is the one he linked. But you are correct the 7820 is not compatible.

Going from a 9 year old system to a 7 year old system is a no go for me.

Is there something about windows 11 that you need?
Other than fan noise, is there any performance problem or other issue that needs to be resolved?

The fan issue is resolved easily with a new fan for the existing cooler.

Since your windows license is oem. you will need a new license if you change motherboards.
Or, you can run using unactivated windows without any personalization capability.

If you might want better performance(who doesn't) look into a modern upgrade.
Your i7-5930 has a passmark rating of 10325 and a single thread rating of 2055:

By comparison a $320 Ultra 5 processor scores 43904 / 4660.
A 2 x 32gb ddr5 ram kit is about $200, and you can get 2 x 48gb for $300.
A new motherboard might be $200
A cooler might be $50
