Question Not boot then goes in boot loop

So I building a new pc and when I finished I went to turn it on and it turned on with no post then turned off after 30 seconds. Then it would go into a boot loop. I tried resetting everything literally I mean everything and jumped the cmos and took out the bios battery then put it back in but still nothing happened. My parts list is:
CPU Ryzen 2700
Motherboard asrock sli x370 killer
Ram ddr4 Corsair vengeance 2400
Gpu gigabyte rtx 2070
Psu seasonic 750 watt

Hi, can u identify which BIOS version u have?
There is a sticker on the BIOS chipset, which contains the default BIOS version. If your BIOS version has never been updated, then the version marked on the sticker is your current BIOS version:

I can’t find the bios chip and if I did non of them have a sticker can you find a picture and send it to me of where it is
