NOT complete window update installed, Windows not working properly

Hi,
I was checking the window update and there were optional window 7 "system" updates(4 of them) and 1 of my graphic card.

So I decided to update, it was 80% when the power went out(my PC was on the reserve) so I decided to put the computer on "Sleep Mode" thinking that the download would resume BUT

When electricity came back and I turned my comp on, The Update was installing the updates instead of downloading them.

Once the computer restarted, the desktop was weird looking, names of applications below the icons weren't displaying and the "Start Menu" wasn't opening !!

So now I can't seem to be able to open the system restore option. I even tried in Safe mode with networking(just this one). Except the icons on the desktop(browser, etc are working)nothing else seems to work !!

Please suggest/help

Solution
There is an option to re-install windows, you are correct but there is also an option to repair the existing windows installation. Just be sure to select the appropriate menu option.
Thanks for the answer but my disc drive is not working and its going to be impossible to get a new one.... Any other suggestion

PS sorry for the down vote, didn't mean to do it, happened by mistake
 
xD actually the way I installed window 7 onto my PC was via a USB stick but the problem here is that the window setup is in the computer itself. So I'll have to download it again
But wait, are you sure that it will repair and I'll not have to reinstall the windows ?
