Not configuring updates correctly

Ok so on my new build it was downloading the windows updates but when you go to restart the pc to install the updates it says Windows is configuring updates it gets to 30% and says shutting down then it turns back on and then says windows failed to start then you do the repair option it does that then. it restart then it goes back to the windows Configuring updates then gets to 30% and repeats it over and over to were i cant login in to my account... What can i do to fix this

It was about a few weeks after installing it at first i let me go in to my account and still do stuff but now it wont let me login all it does is repair then fail to configure then repair then fail to configure over and over again i dont know what to do.. this could be a solution to take my hardrive and have my local it guy take out windows 7 ultimate out of it and reinstall it.

that win 7 is retail or oem .

I dont know what OEM is can you explain and i accidentaly pick best solution lol

oem is the same as computer maker use the retail is one you buy at the store and the copy is a pirated one so witch one you have does it have a hologram on the cd .

it was given to me on flash drive from my local IT Guy

then you have a serial number for it and how does it is detect from microsoft as genuine or not .
