What I've tried:
reapplied thermal paste
reseated cooler
cooler (h110i gtx) was taken from a different x99 build where it worked perfectly

this is a new system that was put together 2 days ago. (5820k, asus x99 deluxe ii)

ambient: 20c
case: fractal r5
air flow is corsair h110i gtx intake to cpu (push/pull with stock fractal fans/stock h110i gtx fans), 1 rear exhaust (980 ti hybrid, rad + fan), I have the rear top modu vent open to allow heat to rise out.

I did no OC the first day, optimized "auto" settings had me at 3.6 ghz @ 1.059v / EIST on / C-states on
idle: low 30's, aida 64 100% load: high 50's low 60's

Today I went for OC, went to 4.0 @ 1.1v / EIST off / C-states off
idle: low 40's, aida 64 100% load: mid 80's (hit 89c on 1 core then I stopped test)

I now sit at 3.6 ghz @ 1.0v / EIST on / C-states on, until I can figure out the temperature issue.
idle: high 30's, aida 64 100% load: high 60's, touches 70-71

Not sure why my temps are higher now than day 1, since my core voltage is lower now. ambient remained the same.

The only thing I can think of is that heat is getting stuck inside the case and I should add a top rear exhaust (when I put my hand up to the back of the case where the 980 ti hybrid exhaust is, I do not feel a lot of air coming through) I would greatly appreciate any help / advice.

Do you think I should replace the fans on the H115i? I do not care about volume, I just want maximum performance. Should I stick with my push/radiator/pull intake or just do radiator/pull? (intake was 2-3c lower than when I put it as exhaust). I am also confused on whether to get 3 pin or 4 pin PWM if I did buy fans? My motherboard is a Asus X99 Deluxe II

edit: I noticed upon putting the side of my case back on that my CPU temp went down by 4-6c within 1-2 minutes. the mystery that is this computer. lol

 


Having lower temps with the case cover on is a sign that you're doing things right. I would keep the current setup based on that information.

As for getting new fans, I would see how the H115i performs with it's stock fans before replacing them. Of course, more air flow across the radiator means lower temps. Chances are that your H110i GTX had air in the lines, or some sort of problem with its pump. I would be willing to wager that new cooler improves things dramatically.
 
Solution
An update for anyone who's been following the thread / trying to fix their own issue. I replaced my H110i GTX with a H115i. NOTE: The H115i screw placement is DIFFERENT from that H110i GTX and I was unable to mount it in the front of my Fractal R5. Nevertheless, my new fan setup is as follows:

H115i on top in push/pull exhaust with the fans it came with and my fractal design case fans.
I used my old H110i GTX fans to intake from the bottom and front bottom slot of my case.
My 980 Ti Hybrid in pulling through the front top slot of my case.

Currently I am seeing temperatures around 25-28c idle, 28-32c browsing/chrome/etc, and around 50c load temps.
Ambient: 21c
Currently at stock turbo auto settings, 3.6 ghz, 1.059v

My motherboard temperature has dropped from 45-55c in my old fan configuration to 30-35c in my new config.

I have been playing with fan speeds in an attempt to get "positive pressure", but during my tests I saw nothing more than 1c differences. Long story short, after a new motherboard, a new CPU, and a new cooler, I truly hope this is the end of my problems. I thank everyone for their help, especially scuzzycard who has assisted in multiple threads of mine.

I'm extremely happy to have my computer back :)
