Question Not CPU bottlenecking (I don't think) but getting low FPS with low GPU usage.

I am playing CoD Warzone on all the best settings. Yesterday, I was playing on I think around 180 fps but I capped it in-game at 144 bcuz I have a 144 hertz monitor and plan to stream in the future and just wanted everything to run smoothly. However, today, when I loaded in, I was running at about 120-140 FPS, and I do not believe I changed any GPU settings.

I have a Ryzen 7 3700x and a Geforce RTX 2080 Super, I checked my core usage and the highest load on any of my cores is around 65% (most of the others run around 30-50) and my GPU usage is at 30% and temps are fine on both. So neither my GPU nor my CPU are maxing out. And when I lower my video settings in game, my frames do not get any better. I'm assuming this is some setting either in my graphics card, or in Windows that I'm missing.

Any idea as to what is going on?

No - I usually stream with OBS and have my twitch pulled up, and even when doing both, I'm still running at about the same frames... So it's not that my hardware can't handle it, it's just not wanting to give me better performance for some reason.
