As Bystander mentioned if DSR is enabled FPS can be effected however a Clean install of the drivers will reset the settings.

To keep it simple if the clean install of the drivers doesn't work then reinstall windows 8.1.

I'm guessing one of the first things the OP did was reinstall the Video drivers however i could be wrong.

Sorry for the late reply guys, had a busy weekend!, So i originally i used to DDU to uninstall my drivers then downloaded the drivers and installed them, so i started getting "display not working kernal error" or something like that causing my screen to go black for a few seconds, it didnt do that again for a while, but again on the weekend i reinstalled the drivers using the same method as before, and im getting black screens 2-3 times a day, the framerate seems to be fixed on the witcher now though, although i had to comprimise by dropping shadows, and foliage distance.

I can get 50fps on ultra-ish settings in novigrad which is A-OK.

I dont have DSR enabled and im playing on a 1080p 144Hz ben Q screen.
