Not Getting the FPS I should. (Low FPS in CS:GO)

SPECS
GPU: Sapphire R9 280 OC
CPU: FX AMD 8100 Eight Core
RAM: 8GB
PSU: CX Corsair 750w

Like I said in the title, I don't think I have been getting the FPS I should be getting mostly in CS:GO as far as I have noticed all other games are working perfectly. I've tried quite a few things any suggestions and help will be appreciated. Will update with more info if needed. Thanks.

I appear to be having the same problem with CS:GO. I just turned the extra setting such as Anti-Aliasing. It helped. I have a GTX 760 and FX 8320 @3.8ghz.
If this doesn't work make sure V-Sync is turned off unless you normally experience tearing.

What bugs me is that people with Same or less suited builds get higher FPS than what I am getting. Even on all settings very low I get the same FPS. It's not totally unplayable just I'm confused as to why I'm not getting what I should be getting.

Gonna ask you simple questions: Are all your drivers up to date? Are you experiencing high temperatures in your GPU or CPU while you play? Have you been downloading anything containing malware or adware?

As far as I know EVERYTHING is up to date. No high temps. Highest I've had is 60 degrees Celsius. And I had done a virus scan and nothing comes up as well as I haven't downloaded anything I wasn't sure of.

Eh I have heard that it has issues with Optimizing. Here are some Screenshots for info.

FPS: This is about the highest http://cloud-4.steamusercontent.com/ugc/530633401863734200/7E9800A98F092F2F028DFC4038F839B01E5D0B3B/ and it constantly drops it manages to stay at or above 60. I have no idea why.
It is totally playable though so its not a BIG issue. It just boggles my mind as to what is up. I manage to have everything on high and stay at a comfortable 60.
Thanks for your help though. I'll keep browsing for answers.
