Not getting the gaming performance I should be

Hey so I'm using an r7 260x with an athlon x4 760k cpu and 8gb of corsair vengeance. Whenever I see the benchmarks of my gpu with similar components they're always getting much better performance than me. For example skyrim at 1080p on the ultra preset gets 50-60fps with various benchmarks. I use a 1600x900 monitor and I'm lucky to get 30fps but it'll have a lot of stutter. Every game I play has worse performance than the benchmarks at 1080p, even though my monitor is a lower resolution and still the majority of games I play have a lot of stutter. Even though most of the benchmarks were probably done with i5s and i7s, with a gpu in the r7 260x range even the x4 750k is very similar in performance to an i5 (see youtube.com/watch?v=qIT9uLDjZcg). I'm new to pc gaming so any suggestions will be greatly appreciated.
 


I thought that with lower end gpus the cpu doesn't make a huge difference like in the video I linked
 


Yeah it is locked to 30fps, the main problem I have with rivals is mad stutter even on medium settings
 
Ok i don't know how good you are with pcs so chances are this is not the case but where is the video cable plugged into, the mobo or graphics card? Also check all your settings maybe you have stuff to high.

You could try this:
Open up a real game, not a benchmark. Put it into the windowed version. Also open up any application you can use to measure the load on the gpu. Get into the game, and make sure there is a heavy load on the gpu. Also, check for temps. If it is too high it will underclock itself. You might have to set a more aggressive fan curve, which means it would be a bit louder. Finally, check the overclock settings. On your card you can make it so it will automatically over/under clock itself to remain at a specific temperature. You may have put this down, or it may come stock low but if it's below 80 celcius move it up to there, although if that doesn't solve it I would move it back to 70 or so to increase the life. You may also want to check to see how high of a load youre getting on the cpu while in game. Hope this helps.
 

I opened up skyrim in the windowed version and had msi afterburner open to monitor the gpu. The max load on the gpu was 100 percent and the highest temperature it reached was 49 degrees celcius. Does this seem right? The max core clock was 1071mhz.
 
That all seems right. You may want to turn down the details. AA should be turned down, smoke and other details and stuff like that if you want a better frame rate. Other people advertising a high frame rate probably didn't have everything cranked. Other than that, buy a better graphics card.
