Not getting the performance I expected from newly built system

Here is the build I put together last month:

Motherboard:ASUS Z97-A
CPU: Intel Core i5-4690K
RAM: Crucial Ballistix Sport 8GB DDR3 1600 MHz
GPU: XFX R9 290 Black OC Edition 4GB DDR5
PSU: XFX TS 550W

Two games I really looked forward to playing were far cry 4 and dying light. When playing far cry 4 at the highest settings and at 1080p, I'll get super low fps, but when I lower the resolution (720p) and lower the graphics settings to "low" it runs at a much better fps. I guess what I'm trying to get at here is...is my system incapable of running far cry 4 at higher settings? I'll also play The Crew and I get about 20fps on low settings. I'm not sure if my graphics card isn't getting enough power, or if I need to be adding another graphics card to my build to get the performance I'm looking for.

As a second question..some of these games recommend a dedicated video memory of 4GB and the most I'm able to do with my system through BIOS is 512 MB it seems. For this problem, would I need to get a discrete video card solely for dedicated video memory? Not really sure if thats even possible, but just looking for a solution to this problem as well.

I am extremely new to pc building and this was my first system and I am just looking for some knowledgeable advice on where I should go from here to play some of these more graphic demanding games. Anything is helpful, just want to get some far cry 4 in haha.

I have almost the same exact build except that I have an AMD FX 8350. I get ~fps high 1080p on Far cry 4. I said high not ultra lol xD. You're build is outstanding bro, I would just set those games on high, and Turn off V-Sync... etc. Those games I heard were poorly optimized on PC. The true pc tester is BF4
 


Hey thanks for the quick answer. So of all things..it was something I should've recognized a long time ago. Found out the computer was running its graphics from the CPU and not my card at all. I reinstalled the entire operating system, and then the motherboard drivers. Afterwards I went into BIOS and changed the primary display setting to PCI and then went into windows and disabled the integrated graphics (Intel HD 4600). Turned off my computer and installed the graphics card into the PCI slot. Made sure all the PSU cords were plugged into my unit and the graphics card powers on and the fans are spinning. But when my HDMI and/or DVI cables are plugged into my card my monitor gives off no signal (using a ASUS monitor). If you have any insight or advice to this that would be great. Hoping none of my hardware is fried, always using an antistatic bracelet when dealing with this stuff. Thanks in advance.
