For what it is worth, I suggest busting your budget to buy the best monitor you can afford.
You will be looking at it for a long time.

27" at 1080P is a very nice size.
You might also consider that 27" is the typical size for 1440P monitors.
You can also look at the less common 30" 1560 x 1600 monitors.
 

Short answer ... yes. The Ultrasharp is guaranteed to have no bright pixels, and is colour calibrated for accurate colour (I find this makes them a bit more comfortable to use). Both have the same number of pixels (the 27" can't display any more information - everything is just bigger), so text, etc is slightly sharper on the smaller screen (the pixels on a 1920x1080 27" monitor are a bit large, giving a bit of a "coarse" appearance, for my tastes).
