Question Not utilizing all RAM

Hello, I am running at Windows 10 pro, I recently reformatted my PC because I am getting 8GB out of 16GB.
This happened few months ago, I didnt know what happened.

Windows Pro Ultimate 64bit
X470 AORUS Ultra Gaming
AMD Ryzen 5 2600x
8x2 t-force nighthawk ddr4 3200mhz

1. Tried changing the allocated memory in msconfig, its not being saved(?)
2. Currently bios at F2, will lyk once it has been updated
3. Tried reseating it, and changing slots.

Are you running the memory in dual channel configuration?

Channel A: DDR4_2, DDR4_4
Channel B: DDR4_1, DDR4_3

The line on the bottom right of Task Manager shows you that 8.1GB of memory is "Hardware Reserved". Do you have something in your PC using that RAM?
