Nothing happens on first startup of new build

So I've been through the checklists for troubleshooting, I've tried breadboarding I put a known working power supply in the build I've swapped around ram sticks and so on. Still nothing happens when I press the power button so here's the build and let me know if you have any ideas to help:
Mother board: msi x370 sli plus
Ryzen 1600x processor
Thermaltake Contac Silent 12 cooler
Evga gtx 1060 super clocked gpu
Corsair cx650m psu which I also swapped out for my known working Evga 750w supernova
At this point I know I had everything plugged in properly and yes the psu was switched on yet absolutely nothing happens when I press the power button no fans spin no lights come on the motherboard nothing. Any ideas on what could possibly be wrong?

Make sure that a monitor (not tv) is connected to the graphics card (not motherboard).
If the above checked, what video cable using?

I'm using a dvi cable and monitor from my own computer since I'm building this for my brother

what type of RAM are you using? is it seated correctly?

I'm using corsair vengeance 3000mhz ddr4 memory and I know they are seated correctly and fully pushed in the right slots and I've tried to use each one on its own as well

No unfortunately but at the moment everything seems to be pointing to a bad motherboard so I'm gonna try to return the one I have for a new one and see how that goes
