Nothing opens ! (how do you want to open this file ?)

hello.
After my problem solved http://www.tomshardware.com/answers/id-2684340/operation-complete-successfully-file.html , another appeared, i can't open any file on my desktop or in windows explore. steam or Firefox can't be open, a massage appears and it's says ( how do you want to open this file ?) when i try to open any program, tried everything but nothing worked !!

I can open EXE files, but can't open shorcuts (Ink)
