I have NT 4.0 with sp6a, with administrator rights for myself, and have only one user account. I
need to prevent that user from making changes to the "Display" setting. Can I do this?

You can use policies or edit the registry to do this:
See:
http://www.aaanalyzer.addr.com/displaypolicies.html
and
http://www.aaanalyzer.addr.com/displaypolicies2.html
NOTE: Make sure you are logged in as that user before you
make these registry changes. You can completel disable the
Display Settings applet from the instructions on Page 2 of
the above website.
