Question Numerous FPS issues Ryzen 2600x, Rx580

My PC is having multiple issues with FPS and i cant figure out what the problem is. I am using current drivers, and the Radeon software is installed.
Current Issues:
*In game FPS tearing, even when it says 60. (switching from Low to Ultra gfx settings does seemingly nothing)
*Massive FPS boost when i tab out of the game and look up stuff on my 2nd monitor. (big visual difference when i look, but fps drops when i tab back in.)
*Massive video lag on 2nd monitor whenever I'm playing a game on my main monitor. Even if its simple games like Minecraft.
*I occasionally stream, and even when I put stream labs OBS in performance mode, i still have bad performance.

General specs: Ryzen 2600x, Rx580 8GB, 32GB Ram. EVGA 600w PSU

Monitor 1: Asus VP28U 3840x2160 , Monitor 2: Acer G276HL 1920x1080.

Seems you have about the first bios, think it would be good to update to the latest. Unfortunately will that have to be in steps,
First make sure you have the latest chipset drivers,
AMD Drivers and Support for Radeon, Radeon Pro, FirePro, APU, CPU, Ryzen, desktops, laptops

then update to bios version F32,
then install the EC FW Update Tool, a vid that explains the how to for this (there is subtitling),

then update to bios version F40,
think after this you can update to bios version F61a.

There are some things mentioned with certain bios after F40 to do the same as is told under F40, but think that only applies if you go directly to those and skip F40, why i suggest to do F40. Don't know how it will work out if you just go from F32 to F61a since nothing is mentioned with the bios files after F50, but think what i explained above (steps) should keep you safe.

Just unpack the bios files and put them on a FAT32 formatted usb stick. Can be all needed at once, just make sure when updating you keep the correct order, if thinking you might make a mistake put each seperately on the stick and remove the previous one. Do not interupt a bios update! Not for anything!

Thank you Vic, I don't know why i haven't update my BIOS. I guess its just one of those things that can slip your mind since its not all in your face like other updates. Although I don't think this is causing my FPS issues, you're right and it needs to be done.
 
I hope it will help since ram and cpu are a big part of fps as well and optimisations for those might certainly help. Ram is running at rated specs?
Yeah, nothing is currently OC'd. i cleared all GPU drivers with AMDs DDU tool, reinstalled and set everything to default. I noticed a difference, but it still not 100%. I know my PC isnt super high end, but i shouldnt have any issues with 1080p and 60fps. Especially in a game like Dead by Daylight.
 
Would really like to see what that bios update does.
Apologies, i had to take care of some other stuff. I am now on the F61a BIOS, so we will see what happens.
Also, something else really weird happened 30 minutes before i did the updates. My monitors went black, and the youtube video i was watching kept playing but was stuttering non stop. I had to hardkill the PC. Nothing on event viewer, except for the hard shutdown.
 
Think that the white led should be on permanently or the other way round, so if it flashes is there likely a power problem. The wattage isn't the problem then, your pc should run fine on a 550watt psu, but it needs to be good quality. In that case with EVGA the lower end psu's aren't great so maybe that an upgrade to a better quality psu might help.

Might be the gpu, so did you have an opportunity to test it in another system?

I guess this is after the bios update s that didn't help.

Might be both, that 750RMx will do you good for quite a while, a650watt would do fine with the 3060 ti, but the overhead would keep the door open for an upgrade higher than that.

So that Frankenstein PC only has an HDD currently. i have a spare NVME m.2 2280 512gb SSD I'm not currently using, but the M5A97 doesn't have an actual M.2 slot. It does have:
1 x PCIe 2.0 x16 (blue)
1 x PCIe 2.0 x16 (x4 mode, black)

So the Blue ill be using for the RX580, but i was thinking about picking up for the black slot:

Seems to be the cheapest option i have to slap an SSD in the machine. The 3.0 card should run fine in a 2.0 slot right, just reduced speeds?
Edit: I double checked and it does seem that this mobo can boot to PCI E

And i honestly don't know if that motherboard will recognize the pcie adapter.

Well i got the frankenstein PC put together with the RX580, windows installed/updated and the latest AMD drivers installed and it ran everything beautifully. I was only running one monitor, so i guess ill test dual monitors tonight, but im really starting to think the 600w PSU just isnt cutting it or is malfunctioning.

the PSU in the frankenstein machine is the Cooler Master RS-700-ACAA-B1 700W. I could try to swap this psu into my main rig. Heres the deal though, that PSU was literally rained in. i let it completely dry, and it seems to run okay, but the fan makes a slight noise now. I didnt trust it, so i replaced it with the EVGA 600w (this was 2-3yrs ago now).

Also, I just noticed my NVME SSD might be running off the same bus as the GPU? Would that cause issues?

That second psu is low quality as well, would only trust it for this test, but would really recommend replacing that too. But since in that system the gpu works fine could it well be the 600watt psu, get something not lower than the Corsair CX 550watt in sych a system.
Look at something from tiers A+B, but no lower than tier C,

And no that ssd on the B450 boards will be run directly of the cpu with it's own lanes.

After switching the PSU and still having issues I decided to go back to the beginning. I messed with the settings in the Radeon software, disabled free sync. Except this time, I got a message saying my monitor will now handle the freesync. So I check my monitor settings and yep, sure enough freesync "on". I disabled it and everything seems to be running perfectly.

I'm honestly ashamed by this, but at this point, I just wanted it fixed. I guess its the simple things sometimes....
