Government funding for research is nothing like it once was... in the US, at least. China gets it, and is willing to invest whatever it takes to surpass the West in science and technology.


The DoE likes to keep a couple of big, modern supercomputers for military purposes. But that's not where most of these are going...

The substantial majority of V100's are being snapped up by cloud operators and commercial enterprises for machine learning and mining troves of big data.

...I wouldn't consider the purchase of 27,600 of the most advanced compute GPUs on the market as well as the first application of full NVLink connectivity "insignificant". The Summit is also part of an ongoing Supercomputer speed race which China has recently been participating in.

My comment was in regards to scientific research spending, as @phobicsq seemed to think starving grad students' fat grant money is buying up all of these.

But, if you want to talk about supercomputers, whereas the US buys computers built with essentially off-the-shelf parts, China creates whole new silicon and builds out entire industries to make theirs. Even if Summit has a custom motherboard, that's literally nothing compared to a fully-custom CPU architecture.

...and interesting to note where most of the components for those "off the shelf" parts are made.
