Question NVIDIA 3080 GPU usage at 0% unless restarted every time. help?

I've been having an issue recently where unless I restart my computer EVERY TIME, my GPU usage stays at 0% (according to the NVIDIA overlay). When I wake my computer from sleep and even if i start it up from being completely turned off, unless I restart it AFTER that, the GPU doesn't "turn on" effectively - with the % use staying at 0%. My FPS in games is very very low. With it "off" vs "on" I can go from 40FPS and super sluggish to 90+FPS and crispy after a restart. I have a 850W Gold PSU, 16 gigs of RAM, 10 gigs of VRAM and an i7-8700 with a brand new NZXT Kraken 240 liquid cooler. I have the latest NVIDIA drivers. Thoughts? Thanks!
