@OP just pick one that you're comfortable with. With hardly any DX12 title out there it is hard to say which one will have the advantage on DX12. What is your gaming resolution? 390 comes with excessive VRAM but that much VRAM is quite useless at 1080p. Even on high res probably that much VRAM did not guarantee performance advantage unless you're going to use it in CF pair.
If you're going to play at 1080p the memory segmentation of 970 should be not much of an issue.

The 390X is effectively the same silicon as 390. The only real disadvantage of the AMD cards are they are considerably thirstier under load than their nVidia counterparts. But the extra VRAM and usually cheaper price imo more than makes up for it.
 
so either pay 20 dollars to replace 970 or pay 100w more in power over lifetime of the card use... ummm which would be cheaper? (from r9 390 vs gtx970 review) "Why AMD?.. well that's all the customer could afford" 12:50/13:20

I have a corsair HX750W . it has plenty left to power even a 150 w monster card
