Nvidia GeForce Experience "Unable to retrieve settings. Try again later."

I've had this problem with Nvidia's GeForce Experience where i cant optimize a game or change any settings it just says "Unable to retrieve settings. Try again later." its been happening for about 4-5 months and ive tried to reinstall my version (378.78) and even do a clean install. Any help at all?

The usual fix for that is to uninstall GFE and then reinstall it, letting it optimize your games.

I tried all sorts of clean install drivers and NGE, over and over, FINALLY, I have found that I have to LOG IN using my nVidia account. If I log in with google / facebook, then the Settings optimization or game scanning, does not work.
