NVIDIA GTX 650 Ti Code 19 Error in Device Manager

Hi,
I recently bought a GTX 650Ti and tried using it my computer but wont boot to windows when connected to it, and when trying to find the issue, device manager says code 19. I have installed the latest drivers of the subvendor's website and even through device manager itself. Please help me to get this graphics card working. The full error is : Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I did a refresh and it worked and Windows detects it but I now have another smaller problem, I can't seem to boot from the discrete GPU. I set the graphics adapter to PEG mode in the BIOS and after the windows logo, all I see is black screen. If i set it to IGP, and connect monitor to the Motherboard, It will boot into windows and only then can I swap to dedicated GPU. Why is this? I have it set to d-mode in VirtuMVP but turning it off doesnt seem to make a difference. For some reason Windows thinks I have two monitors with a non existent one called LONTIUM. Could someone help me solve why i cannot boot from the dGPU?
