Will the NVidia GeForce gtx 970 fit my intel 3650 computer at the moment it is a NVidia ge force gt 730 and I want to do vr so what should I do?

We need to know more about your system. Space on the tower, power supply model... Also an intel 3650? U have to know what processor do u have in there (is it an i3? an i5? a pentium?) what model, generation, etc.

Your pc is an Inspiron 3650 mini tower. Looking at pictures, it's gonna be a tight fit for a dual slot gpu. It is possible, just make sure you get a short card, not a dual or triple fan cooler one. A similar short mid-range card is the AMD R9 Nano or a short Gigabyte gtx 1070. Keep in mind you will probably need to upgrade to a better power supply like a EVGA 500W Bronze.

Look into fast new cards that don't need external 6/8 pin power connectors. The 1050ti is plenty fast and can be had in shorter designs.

What is your budget?

As mentioned above, a GTX 1050ti is your best bet since it doesn't need an external connector and can be had in a small form factor to fit your Dell case. It's around $140-170 depending on where you buy it.
