Question NVMe M.2 SSD just installed in Desktop HP Omen, restart issues

I just installed a SK hynix Gold P31 SSD in my Windows 10 HP Omen Desktop. The machine will boot and run fine. I can shut down the computer and then turn it back on with no problem.

However, if I choose to RESTART the computer it shuts down and hangs but never restarts. I do not get any sort of error .. it just sits there until I power off and on again and then it will start without issue.

Any thoughts would be appreciated.

Most likely something attached like mouse and keyboard is causing this hang,but it could be any piece of hardware.a restart is different than a cold start in that some pieces of hardware stay oh I would say connected as opposed to needing to be initialized from a cold start.a bios usually hangs when some piece of attached hardware in a USB port doesn't start properly.

Connected to my computer is:

2 monitors - 1 via DVI port, 1 via Display port on my GTX 1070 Card
Logitech Webcam (USB)
Logitech wireless keyboard (via USB Dongle)
Logitech wireless mouse (via Bluetooth)
Speakers
Ethernet network cable

I just tried to:

Connect only 1 monitor (now via HDMI port on the GTX 1070)
Unplug the Logitech Webcam
Unplug the Logitech Keyboard Dongle
Turn off the Logitech Bluetooth mouse
Unplug the speaker cable
Plug in a USB wired keyboard (different USB port than I had been using)
Plug in a USB wired mouse (different USB port than I had been using)
I left the ethernet cable alone

So I changed everything (except the ethernet cable) - and the issue is the exact same.

I also tried turning on Airplane Mode (so Bluetooth, etc would not be on at all)

Again, thanks for your ideas ... anything else you might suggest I try?
