Question NVMe.M.2 SSD not working on NVME M.2 Expansion card via PCIE 16x port : "A device which does not exist was specified"

Hello guys, I would really appreciate some help on this one.
Motherboard B560m- Plus Wifi
Processor i910900k
GPU Geforce GTX960

I am trying to make a 970 Evo Plus NVMe M.2 work through a PCI-E 3.0 NVME m.2 expansion card by inserting it on my secondary pcie16x
I bought two NVME m.2 SSD but then realized that one of the two Nvme slots on the motherboard works only when you have a 11th generation processor. With the processor I have only one m.2 slot works.
So I thought I could buy an expansion card and insert the nvme in there and put it in the secondary PCIE port. That's what I did but I cannot seem to initialize the drive.
It gets detected in Bios & in device manager, but when I choose to initialize it using GPT it tells me "A device which does not exist was specified"

Is it because of the processor generation?

I see references in your pictures to Logical drives, virtual disk manager, and Intel Rapid Storage Technology.

I wouldn't expect to see that stuff in a standard home user situation.

Are you using RAID or virtual machines or anything out of the ordinary?

I'm using an NVMe drive on an add-in card without incident.

It is a home computer. The intel rapid storage technology is just an option on the motherboard. The virtual disk manager is indeed weird because it is not virtual. Not sure what you mean about the logical drives. I am not using Raid or virtual machines. just a simple setup.
