Objects and models pop in while playing games

Hello, I seem to have a problem with just about every game I play. I don't know where this issue stems from, if it's my GPU or something with my memory, but basically every time I play any game objects, lights, character models, and shadows seem to load and pop in as I'm walking around in game. The strange thing is, it's not as if my card can't handle these games because the objects and models that pop in are fully textured and everything. Now I am running on a laptop from 2012, but my card can run pretty much every game I play with frames ranging from 30-40 FPS, and sometimes even going to 50-60, especially if I OC.

The games that I have played where I've seen this happen are Fallout: New Vegas, Outlast, Assassin's Creed 4 & Prototype. I thought because Fallout, AC, and Prototype are open world then maybe it only affected those kind of games, but then I played Outlast and lamps and bedposts would pop in as I walk. If I back up a bit they would disappear then if I walk forward they'd pop in again. This does not happen with every object or model in these games, but it does with most. In AC 4 it mainly happens with grass and shadows. I also know this isn't a view distance issue because in AC 4 I can see mountains and ships sailing from very far away. I have tried updating my OS, I had Windows 8 and upgraded to 8.1 and I did a clean uninstall of my drivers and reinstalled them and it still doesn't help. I have a Geforce 660m and here are my specs btw:

I hope I copied the right specs, this is my first time doing it lol. Also, like I said I know my specs aren't super impressive, but my laptop can still run all these games I'm playing with no problems. As a matter of fact, I played AC 4 a few months ago and never finished it but I didn't have this issue and since I didn't finish it I decided to start over and play it again a few days ago and now this is happening.

This is a common scene complexity management technique. Every single 3D game on the market does this. Most games try to hide it and/or use different draw distances for different classes of objects; for example, a mountain will be rendered much farther than an actor, and an actor much farther than debris on the ground.

Fallout New Vegas and AC4 are pretty big offenders in this regard (although Fallout's draw distance can be extended in the settings) but I have no idea about the other games that you mentioned.
