Question OC Intel 9900K

So, I've followed this guide:

But the result I get is not as good as expected. I get a cooling score of 168 and 5Ghz OC speed.
But after saving and head to CPUID it say 4,7 Ghz. Also in Intel XTU it say 4,7 Ghz. Maximum temp during stress for 30 min is only 67 degrees. Should I be satisfied with this, or how can I manage to go as high as 5 or 5,2Ghz?

MOBO: Asus Maximus Formula X1
CPU: Intel 9900K
CPU cooler. Asus Ryujin 360

Appreciate all the help I can get. Please explain in easy terms

Was this a stupid question by me or are there really no one that have an answer?
I am no pro what so ever when it comes to OC so I really would like some advice in this.

After some more days with stress test the cooling score have got up to 186 and the Ghz 4,9. But I thought with my build that I really should reach 5 or above. But I might be wrong.
