OCCT Version 4.5.1 Overclock -0.1% ? why

So i've been using OCCT and AIda 64 to test my CPU overclock stability

But what i notice in OCCT is that it shows: -0.1% overclock at any clock i try, how come and why is that? My daily use overclock is 4.8GHz i tried 4.9 and 5GHz to see if it was any difference but still -0.1% Overclock. Like shown in this Picture here: https://gyazo.com/5baa51e1a00d09a5cb1ecab8f16736c9

But in CPU-Z and HWmonitor it says 4.8GHz at all time aswell as with 4.9 or 5 GHz.

I have no clue man, just following Boost Media guy on youtube for Overclocking and he gets +36% overclock at his 5GHz overclock, wherever i get -0.1% overclock even tho its higher clock then stock.

It's weird.
