Oc'n GPU tied to Motherboard?

So I am new to building pc's but it has rapidly something I have become interested and have started to do alot of research on. This question may be kinda of JV so I apologize in advanced, but are you able to overclock your gpu if your motherboard does not support overclocking? Are oc'n gpus and mobos 2 different things? For example I have a rog strix B360-F gaming mobo (doesn't support oc'n).

Mobo- Rog Strix B360-f gaming
Gpu- evga rtx 2080 ti ftw3 ultra
Ram- gskills tridentz 16gb ddr4 3000hz
Cpu-i7 8700k
Psu- corsair rm750x
 
Solution
the motherboard doesn't support CPU overclocking as with all b360 MB's, the GPU is a separate unit and with the correct software, you can overclock the card.
