Question Odd rhythmic stutter in avatar (video and task manager included)

What is causing this on my system? Every few seconds stutters and drops to 97fps. Anyone see what's going on from the task manager?
Specs: 5090 / 9800x3d / 870 evo / 980 pro.
For some reason it only seems to happen in this game from my testing

Hey there,

Are all system drivers, including GPU and chipset up to date? What bios are you running on the mobo?

If it's only one game, then it points to either a driver bug, or a game bug. What is ram configuration for the system?

Is this a joke? You randomly go from 100 fps to 97 fps and you think you have a problem? This is not stuttering, it's just normal frame rate fluctuations. No one on the planet can tell the difference between 97 and 100 fps. Your frame rate looks extremely stable according to your video and some insignificant drops like this will always happen.
