Question Odd symptoms

Bought a used GPU and it was written working and tested but got it all hooked up after I unistalled old drivers. Can't get it to display proper. I don't even know if it's a post issue. It wakes up display and screen looks like it's powered on with the led backlight lit up. But nothing shows. I already know what I think I need to do but I just need to read the words. It has been tested in 4 pc's now and same issue in all. Gtx 1070 8gb

Return it, and/or submit a claim. Just out of curiosity, how much did you pay for this used GTX 1070, and where did you purchase it from?

That's what I was thinking too. I payed 235. Ebay seller. Very honest though. He already refunded me and told me to keep the card.
