[SOLVED] Oddity in gaming

Having extremely poor performance during gameplay and it seems to be only on one or two games, I am unsure why.
games i have had issues with include FFXV and Forza Horizon 4 (from Xbox app) Path of Exile and Diablo 3 (standard installation types) All 4 are on SSD.

I am running a MSI A320M Pro-M2 V2 (ms-7b84) with Ryzen 2600x (6 core 12 thread 3.6 / 4.2 turbo)
16 GB Crucial Balistix LT Sport DDR4-2666 RAM
PCI-E is supposed to be PCIE 3.0 but CPU-Z and GPU-z both say its running PCI-E x16 - 1.1 i updated the bios when i installed the computer; this only started happening recently though, after i updated to Radeon software 20.8

i had occasional issues with some games before that too though... For Horizon it seems that my computer shifts into "Stupid" it will say 100% GPU Usage for 12 FPS when normally I will see 60 fps (frame limited) @ 50-70% usage in 1080P

Solution
Ok. Ruling out the power supply, I'd say roll back your Radeon software to a previous version and see if that resolves anything.

my old PSU was a 500watt VITAL FSP which i bought refurb Just installed the 700 about... a week ago issue was occurring before and after swap so i doubt its a PSU issue

curious as to why GPU-Z wont let me take a screenshot with the bubble overlay but either way shows my bus is PCIe x16 3.0 @ x16 1.1 shows GPU supports PCIe x16 3.0 but says running at PCIe x16 1.1
