OE won't start -- "...MSOE.DLL could not be initialized."

I had previoulsy changed the default program location from C:\Program Files
to D:\Program Files after the initial setup of a Dell system. I used BootIT
NG to add a new partition (D:). I've never had trouble with BootIT NG
beforehand, whereas I have had this same problem with OE beforehand, even
without any partitioning changes. Since I'm using a Dell recovery disk, I
don't believe I can uninstall and reinstall OE.
