OEM VISTA to Win 7 or 10

Hello, I'm fixing my parents laptop and found that somebody has installed ingenuine Win 7 on their laptop while their laptop has OEM VISTA with COA sticker and product key. How can utilise the COA to get a genuine Win 7 or 10 system?
Is there a way?

No. The key will only work for Vista. But you can install Win 10 and just leave it unactivated. They will lose personalization features, have a watermark, and get the occasional activation nag but will function normally. That's better than running Vista imho.
