I have no idea. Even with tripple buffering it's sluggish :D. Other games work fine with V-sync. Probably a problem specific to CS:GO?
 
I recently got an MSI GTX 970 and I have a LG 1080p monitor. I utterly hate screen tearing and I get weird lag with games if v-ysnc is off so I have always put v-sync on even before I got the new card. If there is no option to v-sync a game I will use NVidia 3D settings in the control panel to force it and if that doesn't work I would use a v-sync forcing software I have.

I don't play completive multiplayer games and I have never felt input lag in games with v-sync off. I am happy with not tearing thanks.
