Old compaq desktop won't clean boot win10 or linux

I picked up a compaq with the M2N68-LA (Narra6) HP motherboard
For some reason I can't get it to boot from USB
Resetting bios and replacing CMOS battery did nothing
RAM appears to be good
I've tried booting Linux mint 64 bit, Win10 32 and 64 bit via USB as well as directly on the drive itself

at startup I see COMPAQ with teh F button options, and a .13 in the bottom left
After I get the startup screen I only see a white dash in the top left corner

I have no way of changing the legacy/UEFI settings as this is a vista era PC

any ideas?

2gb samsung RAM
AMD Athlon II 64

M2N68-LA is an ASUS motherboard which shows up as (Narra3) not 6, and I could find no traces anywhere of a motherboard service/user manual for a M2N68-LA (Narra6) board, but the Narra3 board seems to have little in information about the bios being able to use usb as a boot device.
