Question RTX 5070 black screen driver issues

Hello,

I recently built a new computer, however every time I install the newest drivers, my monitor (tested on multiple displays) goes black and doesn't come back (longest time I let it just run was around 20-30 minutes). During the black screen the computer seems to be just running at idle, fans spinning, however nothing happens. After restarting the computer, computer fails to boot (BIOS screen freezes, afterwards black screen for a few seconds, and then "No Signal"). Only way to fix it is going into BIOS before it freezes, disabling CSM Support (Secure Boot) and installing a specific NVIDIA driver which doesn't cause this issue.

PC Specs:
Ryzen 7 5700X3D
Gigabyte RTX 5070 Windforce OC SFF
Gigabyte B550 Gaming X V2
DDR4 32GB RAM
Windows 11

The specific NVIDIA driver that does actually work is 572.83, however all newer versions I have tested have the same issue. While on the working NVIDIA driver version performance seems to be fine for both the CPU and the GPU, other versions seems to be unusable.

Here are all actions that I've tried to mitigate the issue
1) Multiple reinstalls of WIN 11
2) Different display
3) Reseating the GPU multiple times - including changing the connecting cable
4) Using the NVIDIA app instead of direct download

I am a bit stumped on where the actual issue lies, any help would be much appreciated.

What happens if the system is booted into Safe Mode?

Look in Reliability History/Monitor and Event Viewer for any error codes, warnings, or event informational events that only appear at the times when the new drivers were installed and the system failed to boot.

Compare current log entries to the entries before the driver was updated.

The system takes awhile to reboot after selecting Safe Mode, usually windows doing an automatic repair and then simply boots up, where afterwards I install the specific NVIDIA driver to fix the issue. I am not sure how I can check Event Viwer during the install of NVIDIA drivers as they cause a black screen? Mind you the CPU I own doesn't have integrated graphics so I am unable to even see what exactly is happening during installation.

I've also tried changing HDMI to DisplayPort and the other way around.

I once got it to boot after a restart on newer versions of the NVIDIA drivers, however there was a few good bugs with it, as it was a corrupt installation - Device Manager saying something like "We ran into an issue and the GPU is not properly working". I was thinking of maybe installing WIN 10 and seeing if that fixes any issues, however, that would be a last resort.

Going back a bit....

New build?

Did you use only the cables that came with the PSU?

This motherboard?

Take a few minutes to reread/review the documentation for the motherboard and all installed components.

Including Chapter 2.

Pay close attention to all fine print, caveats, and details.

When noted in the documentation be sure to visit the applicable manufacturer's website for updated information and details.

Consider clearing CMOS and starting over - clear CMOS per the documentation (Motherboard, Paragraph 16, Page 19.

Hopefully, the problem is simply some error of omission or commission, Take your time, read carefully, double check everything,

Details matter.

I advise sticking with 572.83 since I didn't face any major issues with it yet and didn't bother with the newest ones since they are broken to a large degree. Wait for a more stable driver later on.
