Solution
And why it does not work.
The old monitor is 15 inch and the new one probably has a larger screen.

Meaning your desktop in windows was set to a higher resolution than the 15 inch can display.

Remember the desktop resolution is always stored at a native depending on the monitor.

So with the new monitor connected lower the resolution to 800x 600.

Apply. shut down the pc and connect it to the 15 " and you will get a signal.

If using the 15 pin D sub blue rgb input.

And there you go.

15" support 1024*768@60Hz it works with old PC at VGA port,
We can also view the same setting in Primary Monitor in new PC(notebook) while old 15" monitor connected as extended monitor.
