Old motherboard doesn't boot

I have an old motherboard, which was tidy up on a shelf.
I decided to try to see if it still worked. It has no video output connector, so it has no video on board and I always used a graphics card with DVI output, mounted in the PCIE X16 slot, connected to the monitor. However, this time I can’t get any signal on the screen.
The PSU is attached to the CPU and board power connectors, the CPU fan works, I bought a stick of ram that I inserted into the first slot and I have no HD attached to the board. Because it's just to try, I mount it all over a card, above a wooden table, using an electrostatic bracelet.
I would like if you could give me some ideas to discover what may be malfunctioning.

I know that:
- the board may be dead;
- the graphics card may be dead (it's fanless, so I do not know if it has power);
- the PCIE X16 slot could have problems (I do not know how to test it);
- the ram could be dead or be incompatible (I tried it on other slots and the CPU fan always worked, I do not know if this is a symptom that the ram works or not. The motherboard site doesn't have a list of compatible memory )

I do not know if:
- I need to connect the HD to load the graphics card drives, for the graphics card to work;
- if the CPU is running.

I would appreciate your suggestions, because I've never come across a problem with a motherboard that have no video output on board.

I checked the RAM specs and it's 667 MHz which is not included in the motherboard specifications but it's in the Mhz range so it should be compatible. The CPU is compatible without a BIOS update, the GPU is adequate, so the issue seems to be in the motherboard that after being stored may need a new battery and if it was working before being stored (as you seem to suggest), it should be in working condition and the issue may be BIOS corruption so a reset may restore it.
