Old PC affects FPS on 1080 TI? (1440p)

I have seen people having average 80~90 frames on ultra(HW off), 2k resolution Witcher 3 with a 1080ti(stock). But when I do it myself (with exactly the same graphic settings), it was about 60-50 frames within those in-game environment.

So it has to be my old pc, right?
current specs:
-cpu: i7 2600 (non-k, stock)
-gpu: GTX 1080TI FE (stock)
-MB: asus h61m-A
-ram: 8gb ddr3 1333
-PSU: 600W
-monitor: Asus VX24AH (2k res)
-OS: Win10 Pro 64bit
 
While that CPU will affect performance some. It should not be that bad. It should be at least in the 85 to 97 FPS range. Newer more CPU intensive games will show a more significant loss. Not Witcher 3. Even a lowly AMD Phenom II x4 980 gets 62 to 71FPS.

Do you have other process running in the background? Web browsers open, dropbox (or other cloud sync service), streaming, &c. So not just programs visible but background processes.

Use CCleaner to turn off startup items you don't need to load when Windows starts. Most of it is garbage that does not always need to run in the background. Then reboot. The actual system cleaner and registry cleaning are usually not necessary. Just disable the junk startup items.
 


Well. I did all that and my card is still not performing as it should be in 1440p resolution in most games. It is always 20 something frames below the benchmark videos I see online. TBH, all I wanted is a guaranteed above 60 with sick graphic settings. WHY IS THAT SO HARD? :"(
