Question Old pc upgrade, mainly for gpu and cpu

I need some advice to upgrade some parts of my old PC, mainly for the GPU and CPU (because the current specs are not playable for some games).

My current spec

Ryzen 5 5600
ASRock B550M Pro SE
Kingston HyperX Fury 8GB 3200MHz x2
iGame RTX 3060 12GB
Fractal Design Ion 560W Platinum
Deepcool LS520 SE 240
Deepcool FC 120 x3
PNY m.2 SSD 1TB
Seagate 3 TB

I'm now looking at the Ryzen 7 5700X3D and the RTX 3070 or 4070 GPU.

My questions are, is it a bottleneck for the parts I upgrade, and can my current PSU handle it?

And in the future, can it play GTA 6 and BF 6 at 60 fps with medium graphics? And can it smoothly run Monster Hunter Wilds with no frame generation?

I play in 1080p.

Can my current water cooling handle Ryzen 7?

And I'm controlling the budget, the old parts I still use it, and mainly upgrade those 2, but if anything necessary needs to change, I'll change it.

I don't think you'll be able to get an X3D SKU processor for the AM4 platform after the announcement was made of it's end of production;

How old is your PSU in your build? Wattage wise, it's not enough. Quality wise for your PSU, it's a good unit. The RTX 3000 series had a high transient load spike, which had users overprovision on their units. So you would be looking at a reliably built 750W~850W unit.

If you can stay within your budget, I recommend the 4070. It's a very good card considering its performance and power consumption. Up to 1080p resolution, it should last for a few years. Compared to the 3060, it's a significant improvement. If you can find and buy a 5700x3D, you'll have a very nice gaming setup. The power supply should be sufficient; I have a 550W one and it works without problems with an RTX 4070 and 7800x3D and 32GB of RAM. The computer's maximum power consumption, measured from a wall outlet, is 400W. For maximum performance of this setup, you might consider RAM with a 3600W clock speed, but that's a minor detail.

What country are you in? The 5700x3d is still widely available in retailers in the UK but it is now considered end of life so for how long this lasts I am unsure. I expect price increases as well once they do become more scarce. If I was upgrading for gaming on AM4 this would be my choice.

Regarding the gpu then at present the 9060xt 16gb is probably the best bang for the buck. Good performance across the board although still behind Nvidia in Ray Tracing if that is important to you. At this price point though not sure Ray Tracing should be a major must have. If it is then something like a 5060ti / 5070 might be a better option depending on what your budget is. In the UK the nvidia cards are running below MSRP in many cases so location may influence this decision.

Regarding Battlefield 6 then the game runs well on modest hardware. It is quite a CPU intensive game on certain maps but ran well on my brothers 5700x / 2070 super combo at medium setting with 60+ fps with no dips below from what we have experienced in the beta.

GTA6 then this is a complete unknown at present and with the PC release date being well off in the future it is hard to quantify. With them targeting a 30fps experience on consoles from what I have read then I feel this will be a relatively demanding game with higher than normal minimum requirements.
