[SOLVED] Old Windows Bootable Drive Updated Showing Files Modified Months Ago.

I've been using an old windows 10 boot able drive for a while now and I was like why not delete everything in there and just run the media creation process again so that I dont have to install updates everytime I install windows, but after I deleted all of the old files and the new ones are in there, half of them have a date of modification of the date that I ran the media creation tool which is today but half of the files show that they were modified like 4 months ago, is this normal?
 
Solution
Not every file gets a brand new Modified date.
Within my "Windows" folder, I have files from July 2012.

Obviously, I've reinstalled more than a couple of times since then...;)

I'm talking about my windows 10 installation media which is a usb that I have the windows 10 files on, I reinstalled the new windows updates on it so that whenever I reinstall windows it doesnt have to update but half of the files do not have a last modified date of today.
