If I'm going to watch a movie on my 720p monitor, will the 1080p version of the film or the 720p version look better?

It's really down to the bitrate the video was encoded in. For smaller bitrates, 720p will be much better than 1080p because each pixel has more bits to store information. That is, when there's a lot of small objects moving around (e.g., confetti, snow, grass swaying in the wind), the image quality of 1080p breaks down quicker than 720p.

However if bitrate is of no concern if you're ripping and re-encoding say Blu-Ray, then neither will look better than the other on a practical level.
