Question On first boot of PC, one of my M.2 SSDs doesn't show in Windows ?

So I have a build with 2 x M.2 SSDs inside it. Windows is installed on the 500GB Sabrent M.2 SSD.
Meanwhile I also have a Samsung 990 Evo Plus as my D drive. The D drive never shows on first boot. The drive is recognised in the BIOS but I always need to restart after booting to get my drive to show in Windows.

I am completely lost as to what it could be, any help at all would be ideal.

Important to note that the drive is recognised in BIOS from the get-go. It just never shows on first boot in Windows.
 
Disable Fast Boot in BIOS.

Fast boot is disabled in BIOS already. I never enabled it. Build is new as of yesterday. In disk management it just shows my C drive, no other partitions or unallocated space. I already have things installed on the D drive but I always have to restart to see it.

Reseat the ssd in the slot a couple of times....test.

If no help swap slots.....test.
