One core higher temps than the rest?

Hello. I'm on a core i5 2500k, 4.3ghz at stock voltages with a Hyper 212 plus. Using Core Temp, my temperatures on cores 0, 2 and 3 all range from 24 min to 48 max with an average of 37. Core 1 however is 31 min, 52 max with an average of 47. Could this indicate a poor application of thermal paste, or is it common for one core to always be 5-10c hotter than the rest?

Also, when in the bios, the hardware monitor says 42c for the cpu, but in windows, speedfan says 35c. What should I be using to measure cpu temps? Why is there a discrepancy?

Makes sense since most apps are single threaded....
