One fan isn't being controlled by my motherboard's fan controller!

Hey guys, a problem has recently arose in my PC. This problem, being that every fan, except for one, is being controlled by the motherboard. This is really an urgent problem, as it is my only exhaust fan in my PC, and it really doesn't cut it when it's running at 300-400 rpm. It is the same as every other fan in my case, and they are all 4 pin pwm. It is plugged into a 4 pin case fan header on my motherboard as well. I have tried re-plugging it multiple times to no avail. Every other fan is able to be controlled by this. Please help me with this problem, as my graphics card is reaching very high temps. Also, I'm unable to switch the fan to any other spot in my case, due to space constraints. Thanks.

Yes, I am aware of this feature. Both ways don't change the speed. Setting the fan curve doesn't change anything either. It works with every other fan but not this one. Anything else?
