One of cpu radiator fans stopped working

Hi, i am currently using the id cooling 240l cpu cooler which has a 240mm radiator and have both fans hooked up to the same fan header using a fan header splitter. the bottom fan just doesnt turn and instead just turn around 2 degrees and then goes back to its normal position. This never happened to me before. Should i replace the fan? what should i do. Btw my pc is only around 2-3 months old.

okay, after manually giving the fan help and turening it a bit it started turning but still very slow.

it's low on power or just died. swap power lines between your fans. if same one will be slow replace fan, if other will slow down then check how to change power source if possible or consider using single fan
