Well I don't know about the standard procedure for PC water cooling specifically, but from my real world experience, unless you are pumping the water up a great distance, or have 2 unequal pressure pumps, there should be no need for a check valve, let alone 2.
Being 1/4" thread, i imagine these are cutting down your flow, and increasing work on your pump massively.
SO unless someone who has a lot of specific experience with PC water cooling knows of a solid reason why you would need these (and if there is, i would recommend finding some larger ones, to help improve flow), then you are most likely safe taking them out.

thank you very much just my thought i couldnt agree more a massive strain to my pump just wanted someone els to confirm!!! taken them back off learn by mistakes
