OneDrive on my new PC has Taken Over my Document, Pictures, Music, and Desktop

I just got a new PC and I would like to save my files locally, but everything keeps saving to OneDrive. I've been trying to transfer my files over using DropBox and am unable to place them anywhere that does not automatically place them into OneDrive.
I found an article on PCWorld:
https://www.pcworld.com/article/2993360/windows/how-to-stop-windows-10-from-saving-files-to-onedrive.html
that should have fixed the issues. The second step says to move files from the OneDrive section of the Library to their local equivalent, but my new PC doesn't have any folders for its local library. Everything is just listed under
C:\Users\(MyName)\OneDrive.

Please help me to create local folders in my new PC so I can work while offline. I only used OneDrive for transferring family stuff, like pictures and videos, and now that it filled itself up by grabbing all of my other stuff, I keep getting notifications to buy more space.
