only 2 out of 4 ram dimms are working

when ever i try to start up my pc with all ram sticks installed it will rebbot almost immediately no bios nothing and will only boot with the 4th or 2nd ram dimms on my h170 board

Specs-
i5-6500
gtx 980 ti
16gb 4x4 hyper x (can only use 8gb)
H170 board
600w psu

ram is set out
ddr4-4
ddr4-2
ddr4-3
ddr4-1
left to right

ive tried every slot with 1 stick of ram and each stick of ram in 1 slot and its safe to say that each stick or ram works fine but only the two dimms work

Hard to say, then. A defective kit, or a bent pin issue... although less probable, since all slots working.
